A consortium of 96 archdiocesan schools.

 

The Catholic Schools Drug Free Office is the administrative office for the consortium of schools who have pooled individual school funds received from the Safe, Drug Free Schools and Communities Act.

 

What is the Safe, Drug Free Schools and Communities (SDFSC) Act?

    The SDFSC Act is Title IV, a federal program that provides funding for Violence, Alcohol, Tobacco and Other Drug (VATOD) prevention programs. These funds are distributed and monitored by the Ohio Department of Education, Substance Education Office, 65 S. Front Street, Room 719, Columbus, OH 43215.

 

How does my school get these funds?

    Private schools have choices about SDFSC funding.  They can apply for funding through their local school district, they can decline funding altogether, or they can choose to pool their funds in a consortium. The Catholic Schools Drug Free Office is the consortium of Catholic schools in the Archdiocese of Cincinnati who have elected to pool their SDFSC funding.

 

What is the advantage of pooling my funding with the consortium?

    Advantages or disadvantages depend on the school and the public school district in which it is located. Sometimes private schools receive excellent service from their public school district.  Other times the school district is so large (or small) it is incapable of offering much to the private schools within the district.  The final decision rests with the principal of the Catholic school. If services are marginal, difficult to obtain, or ineffective for your school, perhaps your school would benefit from pooling its dollars with the consortium.  And, if for some reason your school does not use all of its SDFSC funding, the remaining portion is used for the benefit of other Catholic schools who might have a need, rather than to the public school district or sent back to the federal government.

 

Who is the consortium’s fiscal agent?

    According to State of Ohio guidelines, the fiscal agent for the consortium has to be a public Local Education Agency (LEA).  We have chosen to work with Hamilton County Educational Services Center.   We receive excellent service from this office – prompt processing of purchase orders, contracts, reports, etc.  Their procedural requirements are minimal.  Purchase orders are prepared for your school in the Catholic Schools Drug Free Office (CSDFO) and forwarded to the fiscal agent.  Invoices are also forwarded to the fiscal agent after approval in the CSDFO. The fiscal agent processes all checks paid to vendors, and prepares any necessary tax documents.
